They could make it so When you do the emote the other player has to accept the request to hug, or make it so that just pressing any movement key stops the hug and you have to be standing right next to them to initiate it, so people can't use it to teleport you off of ledges/grief.
Instead of /lol we have /laugh, which accomplishes the same thing, just a different way of using it. And yes, I find the lack of emotes depressing. GW2 has some really amazing animations, so I know if we DID have those emotes, they'd look awesome. But seriously, I can't think of any other recent MMO I've played that has as few emotes as GW2.
I know it is quite difficult to make an unique and appealing advertisement, which even fits the length-restriction. A lot of those creative messages get spamed and repeated 3x.
